EPA interdicts two employees for fraud and forgery of CEO’s signature

Must Read

The Environmental Protection Authority (EPA) has interdicted two officers, Daniel Godsway and George Amoako, over allegations of fraud, document forgery, impersonation, and the unauthorized alteration of official records, including the forged signature of the Authority’s Chief Executive Officer, Prof. Nana Ama Browne Klutse.

The officers are accused of unlawfully reproducing an official document, forging Prof. Klutse’s signature, and altering its content to misdirect proponents—individuals seeking EPA licenses—to an incorrect location.

According to the original document reviewed by JoyNews, the EPA had instructed proponents to report to the Head Office at Ministries, Accra, specifically to rooms 404 or 405 within 48 hours for consultations with the backroom staff regarding the regularization of their operations. However, in the alleged forged document, the officers redirected proponents to Room B13 of the same office, misleading them in the process.

A leaked memo, signed by Prof. Klutse, described their actions as “an egregious misrepresentation of official authority,” amounting to forgery, abuse of office, and a serious breach of fiduciary duty. The memo further indicated that their conduct might constitute criminal offenses under Ghana’s Criminal Code 1960 (Act 29), particularly concerning forgery, fraudulent misrepresentation, and the unauthorized use of official documents.

While investigations are ongoing, both officers remain on interdiction. The EPA has reaffirmed its commitment to maintaining the integrity and authenticity of its official communications. The Authority also issued a stern warning that any unauthorized alteration or manipulation of official documents constitutes a grave violation of institutional policies and legal statutes—and will not be tolerated under any circumstances.
